- Fixed manifest bug when switching between sites and wastes steps, site roles now reload correctly
- Removed billing site from manifests
- Fixed issue with editing a site from within a manifest, mailing address is now updating/saving.
- Added manifest notification type filter
- Reworked sites step making service providers optional with a toggle
