v8.36.0 Core Application Updates

  • Send Generator ready-for-signature notification
  • Add sign-manifest links within manifest ready-for-signature notifications
  • Mirror client validation in the API regarding the ability to submit to the EPA
  • Update Site.epa_id validation client-side and api-side (4 to 12 alphanumeric characters with first two being letters, per regs)
  • Remove debuggers on Site edit form
  • Reverts breaking change to manifests edit modal
